Rebuttal Barberio's LTE July 9th. Does Parsippany have amnesia?

Political Rancor; accusations without proof and other facts ignored. Soriano yes, Barberio No! $16 Million worth of dirty water.

Rebuttal Barberio's LTE July 9th 2021 Soriano Yes; Barberio No!

First and foremost the letter is political rancor at it's worse, accusation with no substantiated proof. Appears every election the same claims are made as routine. Let us examine Barberio's allegation on the water/sewer fee increase. My review shows that Soriano has squandered approximately $16 Million of surplus in our utilities since he took office. No wonder Soriano increased water and sewer rates by 39%. That is outrageous! Imagine what Soriano’s tax increase could be?..

How can it be forgotten that Soriano and Ann Cucci proposed a minor tax increase of $4.32 average that would of sustained the situation, it was rejected by republican council for the water/sewer increase. (One must be aware the way local government works).

Now let us see the situation as of September 2020. This comes directly from the Township and NJDEP Water Allocations:
Water Situation as of September 2020..Where were the funds? ask former administration..Well 1A-R This will replace our oldest well with a new well in close proximity. The existing well has serious deterioration issues and a significant loss of pumping capacity. The well is currently producing zero water.
Well 21-R This will replace an existing well in close proximity. We have seen a significant loss of capacity despite recent efforts at rehabilitation. This well has lost 1 million gallons per day of production.
Well 20-R This well has been before the council in the past. It is need of treatment for contamination and the loss of capacity. The well is currently producing zero water. The site cannot accommodate treatment and has several land use issues. We are currently drilling a replacement well on a nearby green acres property and seeking state house approval.

How can anyone believe that any infrastructure never deteriorates or reaches a stage of entropy? Did not Barberio admit, he was using water/sewer to balance the budget? Were not these fees held in trust for the very situation the town now faces, as water itself is a public trust! In fact other components of the water/sewer infrastructure is also in need of upgrades and repairs.

Barberio needs to produce an itemized list of the now $16 million he alleges he left Parsippany in the water/sewer trust. Barberio proved he lacked any sense of an ecological paradigm, when he took Parsippany out of Highlands Conformance under the NJ Highlands Water Protection and Planning Act in June 2014 R2014-102 under the false pretexts of Attorney Inglesino a developers advocate, where "environmental considerations must step aside"..The loss of waterview landscape a prime groundwater recharge area for a another questionable tax ratable only further injured our water supply deficit.

Barberio's promise broken to his own community's mass resistance at waterview must never be forgotten. The tale to long to tell in this LTE. How can this man talk of leadership, when he was a follower of his former attorney? Parsippany was not his priority, but satisfying his mentor's private agenda of favoring corporate real estate power over the community he was elected to represent, thinking beyond his realm as a short term job creator..During this time the Saint Christopher property was also mishandled in favor of said corporate developers rather than presented to the community to preserve neighborhood character and sense of home, similar to the waterview fiasco.

We need Political leaders within and that do understand the imperative need for an ecological paradigm. Soriano has demonstrated this in returning US to Highlands Conformance, unlike Barberio who removed us from the protections under its guidance, and gave corporate developers free reign over any sense of place here in Parsippany..Too much dirty water under a broken bridge between community and it's elected officials, Soriano Yes, Barberio No!

Finally Councilwoman McCarthy has explained this situation better than anyone, why is she being ignored by certain people?
