What Happened to the $18 Million in the Surplus Utility Budget?

In support of Bob Venezia's Inquiry as to the lack of Transparency involving the $18 million transferred from the "utility budget" into the general budget; over the last 10-years.

Where exactly did this money go; to simply do what; disappear?
During the period 2013-15 the Aurora Security "investigation" into alleged wrong doing by Captain Carifi was in progress; the whole episode proved fruitless, and seemingly politically motivated; the Aurora billing and invoicing contained very serious and substantial inconsistencies. When a Audit was suggested to determine who authorized the hiring of Aurora; as it was not approved by Council, it was rejected by the Council at the time; why?

It would seem most likely that the money used to pay these what proved to be fruitless and frivolous lawsuits came from this surplus utility money pool; a misuse of the public trust, and a theft of honest services. The Law Firm IWT, Inglesino,Webster, Wyeiskala and Taylor which without Council approval raped the Parsippany funds not only with the hiring of Aurora, but in various other shady deals with corporate developers, which the above mentioned law-firm was represented had clear conflicts of interest at the time.

Waterview the most obvious betrayal of the towns grassroots movement to save a landscape and neighborhood from senseless development; and there were others Forge Pond, 700 Mountain Way. Paying a law firm to pretend to represent the citizens of Parsippany while doing the opposite, benefiting developers interest and collecting from Parsippany taxpayers. ( RD- Developer dismissed without predjuice in court in a frivolous lawsuit).

Township Continues to question invoicing and billing. Where are the voices?
This episode is still ongoing in that Parsippany has never been properly reimbursed for the Aurora charges which resulted in damages to the township of hundred and thousands of dollars; despite no proof of services by Aurora. Where is the voice of the Council member that rejected the audit at the time, Mr. dePierro? Where are the voices that quibble about a few dollars in needed tax revenue when this debacle was allowed?

The Miraculous $4.7 Million in BOE Budget
Last and at the same time period the BOE mysteriously found nearly $4 million dollars in it's budget; which was used not for education or school maintenance, but for artificial turf. This not too long after a Town referendum decided no public monies in this case local open space funding was to be used for the purpose of such. Did the $4 million come from the utility surplus?

According to the lawsuit, retaining Aurora Security Group not only violates Inglesino’s contract with the Township, the complaint also alleges that the hiring of Aurora violates a state charter law known as “The Faulkner Act” under which the Township of Parsippany-Troy Hills operates under. The Faulkner Act provides a Mayor-Council form of government in which service contracts, such as the one Inglesino, Wyciskala & Taylor entered into with Aurora Security Group, are “subject to Council approval,” N.J.S.A. 40:69A-40j. According to statute, when a municipality enters into a “contract,” it is “subject to council approval.” Through the OPRA, Parsippany Focus obtained documents indicating that no contract exists between Aurora Security Group and the Township of Parsippany-Troy Hills and all invoices were issued to Inglesino, Wyciskala & Taylor. Aurora was hired by Inglesino, Wyciskala & Taylor, not the Township of Parsippany-Troy Hills.

Mr Venezia is right, what exactly happened to the at least $18 Million of the utility surplus in the past 10 years; and more? Final reminder the principal responsible party still on Council has not raised their voice in how this ripoff of the local taxpayers was allowed, and an audit rejected at the time of who, and how the money was extracted from the budget. Let us hope the present administration is not simply allowing bygones to be bygones with our tax dollars, misused, and stolen from US...As seems to be an unwritten norm in the system itself, not of the people.
