Point Pleasant Celebrates Police Promotions, Welcomes New Officers
The police department welcomed 2 new officers and promoted 2 others.

POINT PLEASANT, NJ — The Point Pleasant Police Department celebrated the promotion of two officers and the hiring of two new officers Monday at the Borough Council meeting.
"We are promoting and hiring because it's what keeps the town safe," Mayor Robert Sabosik said.
Ryan Barker was promoted from sergeant to lieutenant and Brian Fennessy was promoted from corporal to sergeant, and Kyle Rosenfeld and Samantha Martuscelli, who both graduated from the Ocean County Police Academy in early March, were sworn in to the force.

Barker, a 2005 graduate of Point Pleasant Borough High School, graduated from the Ocean County Police Academy in 2010. He served with the Point Pleasant Beach Police Department from 2010 to 2012 then joined the Point Pleasant force. He has served as a patrol officer, field training officer, and firearms instructor. Barker was chosen for the Ocean County Prosecutor’s Office SWAT Team in 2017 and serves as a team leader and master tactical breacher. Barker was promoted to sergeant in 2022 and later became the department training officer in 2024. He has received several commendations, including a Life Saving Award.
Fennessy has worked for the Borough of Point Pleasant for more than 30 years, starting as a summer camp counselor in 1993 and later worked as a lifeguard while attending school. He joined the police department in 2001 in a civilian role, working with computer systems. In 2002, he became a police officer and graduated from the Ocean County Police Academy in 2003. He has served in the patrol division for 23 years and has been the president of PBA 158 for the past 10 years. Fennessy is a certified active shooter instructor and tactical medical instructor. Since 2022, he has worked as the LEAD officer at Ocean Road School, teaching students about safety and prevention.

Fennessy also helped make the department the first Sensory Inclusive certified police agency in New Jersey. He also works with Autism New Jersey and supports the Special Olympics.
Rosenfeld grew up in Wall and is a 2024 graduate of Wall High School. While in school, he played baseball and football and continues to enjoy fitness and outdoor activities. He began his law enforcement career as a Class II Special Law Enforcement Officer with the Point Pleasant Borough Police Department. Earlier this month, he graduated from the Ocean County Police Academy and will be assigned to the patrol division after completing field training.
Martuscelli is a lifelong resident of Brick and a 2021 graduate of Brick Township High School. She started as a Class I Special Law Enforcement Officer with the Seaside Park Police Department and had been serving in Seaside Park as a Class II Special Officer. Martuscelli also was a lifeguard for five years and attended Rowan University, where she studied exercise science.
Rosenfeld and Martuscelli will be assigned to patrol after they finish their field training, Sabosik said.
