Only one lane of the northbound side of the highway was open, and the road was also subject to brief closures while crews worked to clean up the spill.
It also caused traffic delays on New Road and Route 522, according to Ryan.
The truck driver who failed to stop was taken to Robert Wood Johnson University Hospital for treatment of non-life threatening injuries.
