A brief, unofficial recap of the April 23, 2012 BOT meeting.

  • Villager of the Month award was given to Seton Hall Division of Volunteer Efforts (DOVE)
  • Main Street Design Excellence Award was presented to Eden Marketplace and Above
  • SOPAC presented their quarterly update for the period January 1-March 31 

Public Comments

  • A resident shared concern that on April 15 she heard sounds outside her home and discovered 30-40 kids making noise; the police broke up the crowd but she felt the police were passive and did not take more action regarding alleged trespassing and assault (breaking glass on someone's head) that occurred
  • Brenda Spagnola - concerned that the police let kids go (in incident described above) and behavior was unacceptable
  • Jennifer Lee - wants PD to enforce noise ordinance
  • Carol Barry-Austin - read statement on behalf of Barbara Heisler - requested funding for CCR
  • Leslie Pogany - requested funding for the CCR
  • Phyllis Peterman - requested funding for the CCR
  • Bill Calabrese - requested funding for the CCR
  • Lee Boswell May - requested funding for the CCR
  • Andrew Weinberger - requested funding for the CCR

Ordinances on 2nd Reading

  • 2012-04 Ordinance requiring the retrofitting of existing storm drain inlets (to be in compliance with State Law), passed 5-0  
  • 2012-05 Ordinance to establish a CAP bank (formality that is done every year), passed 5-0 

Ordinance on 1st Reading

  • 2012-08 Ordinance to approve the revised and restated charter.  After a brief discussion on a few last minute changes, it was agreed to table this Ordinance until the next meeting 

Consent Agenda

12 resolutions, including the award of a contract for the purchase of a new ladder truck for the Fire Department,   passed 5-0 

Reports

A Mailing to the Village outlining the rules for the forthcoming Single Stream recycling to is forthcomingBudget has been transmitted to Trenton and is posted to the Village website at http://www.southorange.org/budget/budget.asp

Memo was sent to BOT recommending a redeveloper for 3rd/ValleyRedflex

Automated Traffic Cameras - contract has been provided; being reviewed with Counsel

Village water test results are now posted to the Village website at http://southorange.org/notices.asp?guid=3192544e 

 

Finance & IT

  • Resolved issue with Accounting System and should have reports next meeting

Legal

  • Next meeting will be in 3 weeks 

Planning & Zoning

  • Discussed recommendation for creation of Historic Preservation Commission; ordinance to to be discussed at next  BOT meeting
  • Fairview Avenue - awaiting final plans from PSE&G for placement of electric lights
  • Old Stone House - need to settle access issue 

Public Safety

  • Traffic study being done around South Mountain Annex to determine ways to mitigate issues during pick-up/dropoff
  • Downtown patrols and Downtown After Sundown will be resuming shortly
  • PD recognition ceremony will be scheduled for May
  • Traffic study is underway on Harding Dr. 

Discussion

Old Stone House - access was supposed to be over Senior Citizens property, but that would leave a narrow trafficway into the site and a flag lot with the need for an expensive retention wall.  Alternative was to convert Police driveway to public street.  Will be discussed further at Public Works Committee.

Village Hall Renovation - Conference call with Architect was held. Architect moving forward with design work and specs to be bid.  Still planning to go out to bid this Summer and to move out of Village Hall by September.

Email policy - disclaimer to be added to footer of emails is being reviewed by Legal Committee

Service Level Agreements

Rescue Squad - request was submitted for $10k  - BOT agreed to provide this contribution, conditionally as long as financial materials that were requested are provided.

Youthnet - request was submitted for $15k - BOT agreed to provide this contribution with the expectation that this would be for this year only and no further funding would be needed next year.

CCR - request was submitted for $22.5k. 

Motion was made to provide $15k to both CCR and Youthnet, failed 2-3. (Trustees Bauer and Rosner in favor) 

Motion was made to provide $22.5k to CCR and $15k to Youthnet, failed 2-3.   (Trustees Bauer and Davis Ford in favor)

Motion was made to provide $18k to CCR and $12k to Youthnet, passed 3-2 . (Trustees Bauer, Davis Ford and Rosner in favor) 

New Business

Village Clerk, Robin Kline, read a request from Trustee Gould to add a Business Recruiter to the budget.  Despite this having been agreed to at the September 12, 2011 BOT Meeting, I was the only other person who supported the idea.
