According to police, Richard Jon Festa was arrested and charged with two fugitive from justice warrants from Florida and Texas. According to police, Richard Jon Festa was arrested and charged with two fugitive from justice warrants from Florida and Texas. Festa was processed and subsequently transported to the Union County Jail where custody was turned over to their officers, police said.
