A Manchester woman died from her injuries. An Elizabeth man is accused of getting out, looking at her and then taking off, authorities said

TOMS RIVER, NJ — An Elizabeth man has been charged in a fatal hit-and-run on Route 70 in Toms River that killed a Manchester Township woman on Sunday, authorities announced Wednesday.
Milciades Oviedo, 74, of Elizabeth, has been charged with knowingly leaving the scene of a motor vehicle accident resulting in death, Ocean County Prosecutor Bradley D. Billhimer and Toms River Police Chief Mitch Little said in a joint news release.
Sierra Fisher, 28, of Manchester Township, was killed when she was hit about 2:10 a.m. at the corner of Massachusetts Avenue and Route 70, Billhimer said.

A witness told police the driver got out of his vehicle, looked at Fisher as she was lying in the road, and then drove off, authorities said.
First responders immediately rendered aid to Fisher and initially restored her pulse, they said. She was taken to Monmouth Medical Center Southern Campus in Lakewood, where she was later pronounced deceased.

Authorities said the witness described the vehicle as a dark-colored 2003-2009 Ford Explorer. The vehicle was said to have significant damage to the front passenger side, including an inoperable passenger side headlight and hood damage.
Authorities said they received a tip and found the Ford Explorer in Elizabeth, and investigators were able to determine Oviedo had been driving it when he struck and killed Fisher.
Oviedo was charged on Tuesday, Billhimer and Little said.
Oviedo is a fugitive and a warrant has been issued for his arrest, they said.
"Great teamwork has been exhibited by all of the respective law enforcement agencies and officers involved in this investigation," Billhimer said. "Our focus now is to find Milciades Oviedo and bring him into custody."
Anyone with information regarding Oviedo's whereabouts is asked to contact Detective Anthony Carrington of the Ocean County Prosecutor’s Office at 732-929-2027, ext. 3257, or Cpl. Robert Westfall at rwestfall@trpolice.org, or the Toms River Township Police Detective Bureau at 732-349-0150.
The Ocean County Prosecutor’s Office Vehicular Homicide Unit, Toms River Township Police Department Patrol Division, Toms River Township Police Department Detective Bureau, Ocean County Sheriff’s Office Crime Scene Investigation Unit, Ocean County Sheriff's Office Field Services Unit, and City of Elizabeth Police Department combined on the investigation.
