Voters Keen to Paticipate in Off-year Election
"Steady" or "heavy" used by poll workers to describe voting.

Poll workers may dread the off-year elections, when campaigns for state legislative seats top the ballots instead of a presidential, Congressional or governor's race. Starting as early as 5 a.m. and not finishing until about 9 p.m. makes for a long day, if there aren't many voters.
But this year's voting looked to be different—instead of slow going, most polling places seemed to be enjoying steady traffic. At Washington Valley Fire Company, poll workers called the voting heavy, even.
But the end of the day, 2,550 voters had participated, nearly 25 percent of Warren's 10,585 registered voters.

For the residents gathered in the municipal courtroom awaiting results, small talk focused more on the recent power than on any particular issues. Jokes about betting on the turnout—tied to talk of the ballot question—circulated, along with general predictions.
