All 100 Miles Of Westfield-Owned Roads Will Have Been Repaved By 2026

WESTFIELD, NJ — All 100 miles of town-owned roads will have been paved by 2026 as a result of Westfield's Town-wide road paving initiative coming to a close.

The Town Council adopted the 2025 capital budget at its Tuesday meeting, advancing the final phase of the multi-year road paving initiative.

This program was started in 2018 and is set to be completed by the end of 2026, which will result in the repaving of all 100 miles of town-owned roads and is projected to save taxpayers $21 million through a partnership with utility companies.

At the Council meeting, Mayor Shelley Brindle called this "an unprecedented accomplishment by any municipality."

"Ultimately, when this is done, we anticipate a savings to taxpayers of over $20 million by having utilities go full curb to curb repaving. And not only that, an acceleration of infrastructure improvements because of that partnership," said Brindle. "I call this one of our biggest win-wins, and I am very excited about that big milestone that we will be reaching."

Launched in 2018, the initiative focused on holding utility companies accountable for restoring roads they disrupt and improving the overall condition of Westfield’s infrastructure. A key milestone came in 2019 with the adoption of a local ordinance requiring utility companies to perform full curb-to-curb restoration of any roadway segment longer than 50 feet affected by their infrastructure work.

Since 2018, the Town has paved 41 miles of roadway, while utility companies have paved an additional 50 miles at their own expense.

With the 2025 capital plan now in place, the Town will pave the remaining 18 miles in coordination with utilities, anticipating the goal of full completion by year-end 2026 and saving taxpayers a projected total of $21 million.

"Road paving is one of the most visible quality-of-life issues for our residents, and we set out to address it strategically from the start," stated Brindle. "Thanks to innovative thinking by my Town Council colleagues, as well as smart planning and strong partnerships led by our town employees, we’ve made remarkable progress — and done so in a way that maximizes taxpayer value."
