Colonia Man Asked Women For Help Finding Baby Shower Gifts, Then Fondled Himself, Police Say

He would approach women in Kohl's, Target and T.J. Maxx asking for their advice and then fondle himself, police said.

DOVER, DE — A man from the Colonia section of Woodbridge Township was arrested Friday in Dover, Delaware, after police said he would approach women asking for their advice on baby shower or housewarming gifts and then fondle himself in front of them.

The Dover Police Department arrested Marvin Wiggins, 56, of Colonia, New Jersey, for multiple counts of harassment, lewdness and disorderly conduct, it said. He approached several women in the Dover area on Thursday and Friday, March 23 and 24, at the Target, T.J. Maxx and Kohl's. Wiggins asked for their advice on baby shower or house warming gifts. He would then fondle himself through his clothing while asking women to look at his genitalia through his sweatpants, police said.

Eyewitnesses who contacted Patch after this article was published said the same man approached them at the East Brunswick Wal-Mart and the Milltown Target.

"I was with a friend in the Wal-Mart of East Brunswick on Rt. 18 a few weeks ago," said a local woman. "This man approached us and was on the phone. He said to the person on the phone 'hold on' and proceeded to ask us 'Do you guys know of any good baby shower gifts?' His junk was clearly visible and he was fixing it and we both were very weirded out by the whole thing. We told him, 'I don't know, maybe diapers' and he stood there making us uncomfortable."

Earlier Friday, Dover police posted the top image on social media in an effort to identify Wiggins. The photo was taken by one of the victims that Wiggins approached inside of Target.

Wiggins was charged with eight counts of criminal trespassing; eight counts of disorderly conduct; seven counts of lewdness; and seven counts of harassment.
