4 Indicted in Child Sex Abuse Case

Charges include criminal sexual assault and endangering the welfare of a child.

An Orange County grand jury returned indictments Monday in a child sexual abuse case.

Orange County District Attorney David M. Hoovler said Tonya Krout, 32, of Lock Haven, PA was charged with two counts of predatory sexual assault against a child, two counts of first-degree criminal sexual act, second-degree assault and endangering the welfare of a child.

Hoovler alleges that between April 23, 2016, and April 27, 2016, Krout engaged in oral sexual contact twice with a 4-year-old.

It is also alleged she intentionally assaulted the child, causing physical injury.

The grand jury also charged Tanya Kling, 32, of West Loris, SC; Dennis Terwilliger, 39, of Elmira, and Debora Terwilliger, 38, also of Elmira, with second-degree assault, endangering the welfare of a child and third-degree assault.

Hoovler said the trio intentionally failed to obtain medical treatment for the child after becoming aware the child had suffered injuries at the hands of Krout.

All four defendants are being held in the Orange County Jail and will soon be arraigned in Orange County Court.

Hoovler said the children are the most innocent and vulnerable of all crime victims.

“Sexually abusing or assaulting a child is among the most heinous crimes that society is confronted with,” he said.

“It is unfathomable that anyone would intentionally engage in that type of behavior,” Hoovler said. “Those who accept the duty to care for a child have an inviolable obligation to keep that child safe and ensure that the child receives proper medical care, even if doing so might result in the arrest of someone they know.”
