North Salem Man Arrested on Charge of Impaired Driving: State Police

The incident occurred Monday in East Fishkill.

North Salem resident James E. Penny, 36, was arrested by state police Monday on a charge of Driving While Ability Impaired by Drugs, an unclassified Misdemeanor.

According to state police, troopers stopped Penny on Beekman Road in East Fishkill for speeding and failure to maintain his lane of travel. While interviewing him, troopers ”observed clues that indicated he was impaired at the time of the stop.”

A Drug Recognition Expert was utilized to confirm that Penny was impaired.

He was released and issued traffic tickets directing him to appear before the Town of East Fishkill Court on Sept. 30 at 4:00 p.m.
