Results from the FY 2013-14 External Audit
Some data from the 2013-14 external adit report is provided.
The BOE approved the FY 2013-14 External Audit a, and the report is now available on the CUFSD web site. It shows an operating deficit for FY 2013-14 of $1.75M, and an overestimation of budgeted expenditures of $8.57M.
The operating surplus/deficit history for the last 4 fiscal years: 2010-11: $1.95M; 2011-12: $1.85M; 2012-13: $3.66M; 2013-14: -$1.75M.. The cumulative 4 year total operating surplus is $5.72M.
The cumulative difference between budgeted and actual expenditures (budget - actual) over the same 4 year period is $20.1M,

Over this 4 year period, enrollment decreased from 7671 to 6961, a decrease of 710 students (-9.3%), while the tax levy increased by 11.16%. In Huntington, the school tax rate over the 4 years increased by 15.8%.
Is it any wonder that the “Establishment 4” on the BOE routinely votes down any efforts to improve transparency? This attitude is reflected in the budgets.
