• City of Elmira 'susceptible to fiscal stress,' state comptroller says (stargazette.com) — Elmira has again been labeled "susceptible to fiscal stress" by the state comptroller, with its fiscal score rising and a shrinking fund balance prompting a 6% property tax increase for 2026. Mayor Dan Mandell points to higher pension and health costs and reduced sales-tax sharing, though new businesses like Rural King and a planned travel center are expected to modestly boost Elmira's revenue outlook.
