Housing Lottery Launches For 29 Renovated Co-Ops In Manhattan

HARLEM, NY — An affordable housing lottery has opened for 29 newly renovated cooperative apartments across three century-old buildings in West Harlem, offering qualifying New Yorkers an opportunity to become homeowners.

The apartments are located at 505, 523 and 527 West 134th Street in West Harlem and are part of the 505 West 134th Street Cluster, according to ELH Mgmt. LLC, the developer behind the project.

The 29 co-ops are available to households earning 70 percent of the area median income, with eligible annual incomes ranging from $68,242 to $147,280, depending on household size.

Applications are open through Sept. 8, through the city's Housing Connect affordable housing portal.

The three five-story buildings, originally constructed in 1905, underwent a $31.4 million gut renovation through the New York City Department of Housing Preservation and Development's Affordable Neighborhood Cooperative Program, or ANCP.

The program is designed to rehabilitate distressed city-owned buildings and create affordable, resident-controlled cooperative housing for low- and moderate-income New Yorkers.

In addition to the 29 apartments being offered through the lottery, 40 units will be sold to returning long-term tenants, according to ELH Mgmt.

"We are pleased to officially welcome back our existing residents — now homeowners — as well as open the affordable lottery for 505, 523, and 527 West 134th Street," Larry Hirschfield, founder and CEO of ELH Mgmt., said in a statement.

The renovation included extensive structural work and changes needed to meet current accessibility requirements. Interiors were rebuilt with new flooring, doors, energy-efficient windows, kitchens and bathrooms.

Major building systems were also replaced or upgraded, including plumbing, heating and HVAC, electrical service, fire alarms, sprinklers and video intercoms. Exterior work included masonry restoration, new roofing, restored cornices and improvements to the buildings' courtyards.

Apartments include quartz countertops, new kitchen cabinets and vanities, and stainless-steel ENERGY STAR appliances, according to the developer. RKTB Architects P.C. served as the project's lead architect.

Qualifying New Yorkers can review the eligibility requirements and apply through NYC Housing Connect. The deadline to submit an application is Sept. 8, 2026.
