The Long Beach Recreation Department will host its annual Halloween costume parade on Oct. 15 starting at 12 p.m. at Veteran’s Park, located on Magnolia Boulevard and West Bay Drive. Following the parade, there will be a fall festival in Kennedy Plaza.
