Port Jervis Fatal Shooting By Police To Be Investigated

Police said the man was armed with a knife and lunged at officers when they arrived.

PORT JERVIS, NY — Police shot and killed a Port Jervis man who they said had a knife and lunged at them Wednesday. The elderly mother of Charles Parker, 45, called police after he took a knife to himself around 9 p.m.

Parker came out of his home when police arrived and lunged at the officers with the knife, News 12 reported.

Authorities said he suffered from substance abuse and psychological problems and was concerned that the place where he received medication and counseling in Middletown was shut down because of the new coronavirus outbreak.

Police said they discharged a stun gun which failed to have any effect, the Times Herald-Record said.

Parker was then shot multiple times by officers.

He died of his wounds at Bon Secours Community Hospital.

Orange County District Attorney David Hoovler and City of Port Jervis Police Chief William Worden announced Friday protocols that will be used in the investigation of the fatal police shooting.

The Orange County District Attorney's Office will be the lead agency and the state police will be asked to assist the district attorney.

State police will process the scene of the incident and preserve all forensic evidence and will perform forensic analysis.

Authorities said the protocol is designed to enhance public confidence in the outcome of the investigation.

Since some police-involved shootings are investigated by the state attorney general, Hoovler spoke with an assistant attorney general who agreed that the Orange County District Attorney's Office should continue its investigation.

Hoovler said he would keep the attorney general's office updated as the investigation progresses.
