Repeat Sex Offender Sentenced For Stalking Woman From Deli To Bedroom
Brower pursued his victim into her home, but ran when he saw her husband.
MOUNT VERNON, NY — A repeat sex offender who chased a woman from the streets to her bedroom Westchester County District Attorney Anthony A. Scarpino, Jr. announced Tuesday that James Brower, 35, of Park Avenue in Mount Vernon, was sentenced to 15 years in state prison after being convicted by a jury June 1 of Burglary in the Second Degree as a Sexually Motivated Felony, felony, and Forcible Touching and Stalking in the Third Degree, misdemeanors.
Scarpino said, on or about Oct. 12, 2016 at approximately 3 p.m. in the vicinity of West 3rd Street and South 11th Avenue in Mount Vernon, Brower accosted a female victim who was walking to a nearby deli. He made sexually charged statements which placed her in fear that he would subject her to unwanted contact. When the victim attempted to ignore him and continue on her way, Brower followed the victim, repeated his sexual advance and forcibly slapped her buttocks. Fearful that he would follow through on his continued threats of sexual advances, the victim fled to the safety of her home where she reported the assault to her husband.

The woman and her husband were startled to discover Brower had pursued her into their home and threshold of her bedroom. Upon seeing the victim’s husband, however, Brower fled the scene with the husband in pursuit, who also called 911.
Brower was apprehended shortly after by the Mount Vernon Police Department.

Brower's first offense was in 2014 in Mount Vernon. He was convicted in 2015 of Sexual Abuse 1st Degree: Contact By Forcible Compulsion. The victim was a 31-year-old woman. He was sentenced to 1 year in local jail and placed on the State Sex Offender Registry as a level 2 offender.
Brower was also sentenced to 15 years post-release supervision, and he must register as a sex offender once he is released from state prison.
He was remanded into the custody of the New York State Department of Corrections.
