Accused Bronx Subway Feces Attacker Back On Streets: Reports
Frank Abrowka, 37, was released, rearrested in a separate hate crime case and freed again because of the state's new bail law, reports say.

NEW YORK CITY — The man accused of smearing human feces on a Bronx straphanger is back on the streets, according to reports.
Frank Abrokwa, 37, briefly walked free without bail Tuesday in connection to the excrement attack, New York Daily News reported. His freedom was brief — authorities quickly rearrested him, this time on separate hate crime accusations, the Daily News reported.
But then Abrowka walked free again, the Daily News reported. The reason boiled down to bail, or the lack thereof: none of the charges levied against Abrowka qualified for keeping him behind bars under the state's new bail law.

Abrokwa's back-to-back releases in the shocking Feb. 21 Bronx subway attack — in which authorities said he assaulted a woman with excrement — and the hate crime charge shocked New Yorkers and cast a renewed spotlight on the state's controversial new bail law.
Mayor Eric Adams, who has called for tweaks to the bail law, said Abrokwa shouldn’t be out on the streets.

“It is the result of a failed mental health system, a failed housing and support system, and failing criminal justice laws that allow someone with a history of violence who poses a clear threat to public safety to just walk out of court,” Adams said in a statement. “We can’t allow this horrific situation to be the status quo and must make changes to our laws to both prevent these sort of attacks, through intervention and support, and, when they happen, to subsequently keep people who are clearly a danger to others off the street.”
Similarly, MTA CEO and Chair Janno Lieber — who has raised alarms about subway safety — decried Abrokwa’s release.
“I’m not a criminal justice expert but I don’t understand how someone who commits this kind of assault – which was violent, horribly victimizing a transit rider – can just walk free even when he has four other open cases against him, including two other transit assaults and a hate crime charge," he said in an italic-heavy statement. "It defies common sense."
Abrowka has a rap sheet 44 arrests long and several pending criminal cases against him.
Video from the Bronx feces attack went viral this week after NYPD officials released it. Their investigation led to Abrowka, who, when arrested, reportedly told cops, "S--- happens," the New York Post reported.
His potty mouth didn't stop in court — he cursed at a judge while being arraigned Tuesday, the Post reported.
Abrowka, despite the outburst, still walked free after the hearing because his charges didn't qualify for bail, the Post reported.
But NYPD officers hours later rearrested him, the Daily News reported. This time, the accusations were that in September he attacked a 46-year-old Jewish man, whom he called a “f---ing Jew,” before spitting and taking a swing at him, the Daily News reported.
The charges in that case didn't qualify for bail either, and Abrowka again walked free, the Daily News reported.
