Police: Man Stopped for Speeding, Found to be Drunk and Carrying Heroin

The Ossining resident was sent to the Westchester County Jail.

State police stopped a vehicle in Harrison at 2:18 a.m. April 13 for speeding and multiple other vehicle and traffic violations.

The driver of the vehicle, Cecil H. House, 37, was found to be intoxicated. The Ossining resident was placed under arrest and transported to the State Police barracks in New Rochelle for processing where his blood alcohol content was determined to be 0.16 percent.

During the investigation, police said House unsuccessfully attempted to destroy evidence that was hidden on his person. The trooper recovered 2 envelopes of heroin, more than 6 grams of crack-cocaine, and more than 25 grams of heroin.

House was subsequently charged with:

  • Criminal Possession Controlled Substance 3rd - Intent to Sell, Class B Felony
  • Criminal Possession Controlled Substance 5th Degree, Class C Felony
  • Criminal Possession Controlled Substance 7th Degree, Class A Misdemeanor
  • Tampering with Physical Evidence, Class C Felony
  • Driving While Intoxicated, Unclassified Misdemeanor

House was arraigned in Port Chester Court and sent to Westchester County Jail on no bail.
