Unlicensed Peekskill Driver With 2 DWAI Convictions Faces 3rd

SOUTHEAST, NY — Two Peekskill residents face a variety of drug-and driving-based charges after a traffic stop in Putnam County April 6. County Sheriff Robert L. Langley Jr. reports that at 7:10 p.m., Deputy Christopher Irwin observed a vehicle commit traffic violations on Route 22 in Southeast.

Irwin stopped the car. He concluded that the driver, Michael Conti, 31, was impaired by a drug. He said he also found out that Conti’s New York State Driver’s License was revoked due to two previous Driving While Ability Impaired convictions.

Continuing to investigated, police alleged they discovered that the vehicle’s passenger, Christina Frayne, 30, was in possession of PCP.

Conti was placed under arrest; and, based on having two prior convictions within 10 years, was charged with Driving While Ability Impaired by Drugs as a Felony. He was also charged with Aggravated Unlicensed Operation of a Motor Vehicle in the First Degree (Felony).

Frayne was arrested and charged with Criminal Possession of a Controlled Substance in the Seventh Degree (Class A Misdemeanor).

Both Conti and Frayne were processed at the Putnam County Correctional Facility. Frayne was released on her own recognizance and issued an appearance ticket returnable to the Town of Southeast Justice Court.

Conti was arraigned by the Honorable Justice Gregory Folchetti of the Town of Southeast Justice Court. Due to previous felony convictions, Justice Folchetti remanded Conti to the Putnam County Correctional Facility on no bail. Conti is scheduled to appear in court, at a future date and time.
