United Hospital Redevelopment Takes a Step Forward
Hearings have been scheduled on zoning and environmental impacts of the project proposed for the 15-acre site on the Port Chester-Rye border

Port Chester village officials have scheduled a combined public hearing on the proposed development for the site of the former United Hospital, to discuss zoning and environmental impacts.
The village trustees last week formally accepted Starwood Capital Group’s draft environmental impact statement as complete and set the date for a hearing on the DEIS for Aug. 27.
That hearing will also be a hearing on amending the zoning for the site, which is on the Rye border at the intersection of the Boston Post Road with I-287.

Starwood proposes to redevelop the approximately 15.4-acre property into a mixed use development that replaces the existing vacant and underutilized former hospital buildings and an associated apartment building with a mixed use development that includes 230 age-restricted housing units, 500 non-age restricted housing units, approximately 90,000 sf of retail/restaurant uses, approximately 217,000 sf of office/medical wellness use, and a 135-key limited service hotel.
The project would be supported by approximately 1,380 on-site parking spaces.

To facilitate the proposed redevelopment, Starwood has petitioned for a text amendment to the Village Zoning Law through the creation of a “Southern Gateway Mixed Use Overlay District” and a Zoning Map Change to map the new district on the Project Site and surrounding area. Starwood has also proposed an alternate zoning approach, which would consist of a zone text amendment to the site’s current zoning district (PMU) to allow additional density on the Site.
Comments on the DEIS are requested and will be accepted until Sept. 25.

The plan is to run the combined public hearing on the Draft EIS and the Proposed Zoning Amendments (including the alternative zoning proposal) on two nights: Aug. 27 and Sept. 8.
Both will start at 7 p.m. at the Village Justice Courtroom; 350 North Main St.; Port Chester, NY.
