The beauty of fishing despite a less than ideal forecast is that often the weather and conditions are not what you think they will be or how they turn out to be. I have fished many times with a forecast of 30 -80% rain/thunderstorms and more times than not, it rains, but it doesn't rain for hours and conditions are often set for good fishing. Overcast, but still comfortable temps is great for Bass during the summer. Summer is typically not know for great Bass fishing because of the heat and more powerful sunlight, however, overcast conditions allow the Bass to feed during the day and more aggressively like they would do at night.

Don't shy away when the forecast says some rain/thunder, it just may shower for 30 min and then be perfect for fishing.
