Are the Rye PD and the Rye City Council lying or incompetent or both?

According the Rye Daily Voice, the Rye PD claims they are going to assist in a traffic study at Osborn School.

Really?

When an 11 year girl was seriously injured after she was run over crossing Boston Post Road at Sonn Drive on May 2, 2014, the Rye PD closed Boston Post Road for seven hours and called in the County PD to do an accident reconstruction.

So where is this accident reconstruction report? The Rye PD and the Rye City Council claim they are not in possession of this report.

How is this possible? Is this a lie or is the Rye PD and the Rye City Council incompetent or is it both?

How are we supposed to trust the Rye PD and the Rye City Council to conduct an traffic study at Osborn School when they seem to be claiming they didn’t even request the accident reconstruction report of an accident where one of our 11 year old kids was almost killed in front of Osborn School?

This Rye City Council ran on a promise to be open and transparent. This too seems to be a lie.
