Otis, New Rochelle Mayor Noam Bramson and Westchester County District Attorney Anthony Scarpino Jr. addressed the seniors after lunch.

After being sworn in, Latimer spoke of the need for respect among those who disagree on policies and said the country has a government of laws not of men.

“My election does not mean you have given me a blank check,” he said. “It is I who have given you a promissory note: a promise to work hard, to listen and to fight for your best interests.”
