Putnam Man Accused Of Resisting Arrest, Driving Without License
Deputies said they asked him get out of his car several times and he refused.
PUTNAM VALLEY, NY — A traffic stop yielded the arrest of a Putnam Valley man for driving without a license and resisting arrest, Putnam County Sheriff's Department said. Sheriff Robert L. Langley said Victor Lowell, 35, of Putnam Valley, was charged with second-degree aggravated unlicensed operation of a motor vehicle, second-degree obstruction of governmental administration and resisting arrest, misdemeanors.
The sheriff's office said, around 7:15 p.m. April 14, deputies saw a vehicle commit traffic violations in the area of Oscawana Lake Road and Church Street in the Town of Putnam Valley.
A traffic stop was initiated and the driver — Lowell — was asked for his driver's license, deputies said.

He refused to provide it, authorities said, and it was determined Lowell did not have a valid driver's license.
He was asked, deputies said, to get out of his car numerous times, but refused.

When deputies tried to place Lowell under arrest, he resisted, they said.
He was eventually arrested and taken to the Putnam County Correctional Facility for processing.
A check of the state Department of Motor Vehicles computer system found Lowell's license in New York had been revoked.
He was held for arraignment and is scheduled to appear in the Town of Putnam Valley Justice Court at a future date and time.
