CARMEL, NY — A Carmel couple who owned Top Notch Towing were accused May 21 of fraudulent billing practices and tax fraud. State police from the Hawthorne barracks arrested Frank Inzano, 47, and Shannon Inzano, 42, both of Carmel, and charged them with third-degree grand larceny, second-degree attempted criminal possession of a weapon, first-degree offer to file a false instrument and fourth-degree criminal tax fraud, all felonies.

State police in conjunction with the state Department of Taxation, the Putnam County District Attorney's Office and the state Department of Transportation conducted an investigation after a complaint was received regarding the Inzanos billing customers of Top Notch Towing in Mahopac exorbitant charges for services.

Authorities said the couple stole more than $50,000 using fraudulent billing practices, possessed five illegal handguns and committed tax fraud.
