209 mixed rental units to be considered at Greenburgh Housing Authority site
to replace 131 old apartments
AFFORDABLE HOUSING UPDATE—Town Board met with Greenburgh Housing Authority –209 mixed income rental units to replace 131 affordable housing units.

At the Greenburgh Town Board work session on 1/20/2026 the Town Board heard from the Greenburgh Housing Authority. They are seeking permission to replace the existing 131 multifamily affordable housing units in garden apartment buildings, which is sought to be redeveloped with 209 units of mixed-income rental units in mixed-income buildings.

This site is one of three (1. Four Corners Redevelopment; 2. Mayfair Housing - WCC Campus; 3. GHA Maple St.) where there is the most potential for new or redeveloped affordable housing units (based on documented interest [Mayfair & GHA] or based on proactive rezoning steps of the Town [Four Corners]). These three examples are likely to be rental units if/when approved. There is now a fourth prospect which is 11 units of already approved (Planning Board - subdivision) homes at Payne St. / N. Fair St. - under active Building Permit review. While there are an impressive 784 affordable housing units in the Town (unincorporated), representing approximately 4.3% of the total units, only 2 of these (Preserve at Greenburgh) are presently homeownership form.
I am excited about this proposal. The new buildings will be an attractive addition to the and will provide residents with a much-improved quality of life. I have asked for a proposed schedule/timetable that the town could try to follow-hoping that this could reduce delays in the review process. There is a need for quality affordable housing in Greenburgh and Westchester. This serves a need.
