Around 10 p.m. Sept. 29, an officer on routine patrol stopped Serrano's car on Crompond Road after seeing him fail to keep right.
He was identified by a state driver's license, but a check found that he was operating a motor vehicle while his privilege to do so was suspended for failing to answer a summons from the Town of Bedford, police said. He also was found to have failed to pay a fine from Bronx County.
