Every photographic composition has a frame around it. That frame defines the boundaries of what we can see and how we see it. The elements of the scene that we include in that frame have to tell the entire story of the scene.
Creating a sense of scale by including familiar elements in a scene establishes size and distance that helps tell the story. It also can add a great deal of interest to photographs of landscapes, large structures, interiors, and objects.
While it is not always logistically possible, we can create a sense of scale by including an object or person in a photograph so it can serve as a reference that contrasts with the overall size of the subject area. Including a person in the scene also adds a sense of identity in a metaphysical way since we can relate as humans to the scene that has human elements.

Of course, inanimate objects can also be used to create a sense of scale as long as the viewer has a reference to the size of those object.
