Man Charged With Institutional Sexual Assault
Police say a Devereux employee engaged in sexual activity with a child under his supervision.

Willistown Police charged a 25-year-old Upper Darby man with institutional sexual assault and other offenses related to an alleged improper relationship with a 16-year-old girl.
Fofee Sayon was employed as a residential counselor at Devereux Beneto Center on Sugartown Road, according to court records, when he began a sexual relationship with a girl under his supervision.
The criminal complaint states that, beginning in August 2010, Sayon kissed and fondled the girl, and the interactions became more explicit over time:

Sayon requested on several occassions to have [the girl] perform oral sex on him and further requested that [she] accompany him to the basement of their building to engage in sexual intercourse. These acts occurred at the Devereux Facility which is located at 655 Sugartown Road in Willistown Township, Chester County.
The Devereux Beneto Center is a licensed residential mental health care facility serving children.

In addition to the assault charge, Sayon is charged with endangering the welfare of children, indecent assault and corruption of minors. He was arraigned Aug. 24 in front of District Judge Chester Darlington and is free on $10,000 unsecured bail. A preliminary hearing is scheduled for Sept. 14.
