New Voter IDs Available at PennDOT Licensing Centers
The free Voter ID cards are available to registered voters who can provide their name, address, Social Security number and proof of residency.

The following is a press release provided by the Pennsylvania Department of Transportation:
Since the was enacted in March and upheld in August,Β PennDOTΒ has been working closely with the Department of State to ensure that everyΒ voter has the opportunity to obtain photo identification. Voters who lack verification documentsΒ necessary for a secure Pennsylvania Photo ID (non-driverβs license IDΒ card),Β will now be able to obtain a new Department of State voter identification cardΒ forΒ free by visiting a PennDOT Driver License Center.
"Our goal is to ensure that every person who needs an ID can get one andΒ thisΒ new ID serves as a safety net for those who canβt find or obtainΒ verificationΒ documents normally required for a PennDOT secure identification card,β saidΒ PennDOT Secretary Barry J. Schoch.
The Department of State Voter ID is valid for voting purposes only. ForΒ thisΒ reason, if a resident has the necessary documents, PennDOTβs primary focusΒ isΒ to issue a secure Pennsylvania identification. If the customer was born inΒ Pennsylvania but does not possess a birth certificate with a raised seal,Β thenΒ PennDOT works directly with Department of Health, to certify the customerβsΒ birth record. If a customer still cannot qualify for a PennDOT secure ID,Β theΒ department will then work to issue the new Department of State Voter IDΒ card.

Residents who want the new Department of State Voter ID will need toΒ provide the following:
- Name
- Address
- Social Security number
- Proof of residency
- PreviousΒ name and/or address if changed in the past 12 months.
The applicant mustΒ complete a Department of State ID application form and sign anΒ oath/affirmationΒ confirming that they are a registered voter but have no other form ofΒ identification that can be used for voting. Staff at the Driver LicenseΒ CenterΒ will contact the Department of State to confirm that the person isΒ registeredΒ to vote and once verified, the person will receive the free Department ofΒ StateΒ Voter ID, which is valid for 10 years.
