The incident occurred at around 8:52 p.m. on Feb. 13 on the 800 block of George Street.
Cesar Flores-Diaz, 27, was parking his vehicle outside of a home when the shooter ran across the street and fired multiple gunshots into the driver's side window, authorities said.
Surveillance footage shows that the shooter was waiting in a nearby stairwell for at least five minutes before Flores-Diaz arrived, according to police.
