Police said that due to a language barrier, the driver believed the cyclist to be "not seriously injured" and left the scene, continuing on his way along Route 29.
Police stopped the driver in traffic in Rahns and he returned to the scene to provide information in the investigation of the incident. Police said damage to the vehicle indicated the bicycle struck it.
