Man Still Sought After Fatal Officer-Involved Shooting In Philly
Officials released new information and surveillance video of a confrontation at a corner store on Friday, where an officer was also injured.

PHILADELPHIA — Philadelphia officials have released new details in the police shooting death of a man last week in a North Philly corner store, after an incident in which an officer was also shot in the leg.
The shooting took place Jan. 26 inside a store on the corner of North Mascher and West Cambria streets. A man, who has since been identified as 28-year-old Alexander Spencer, became involved in confrontation with a police officer inside a corner store.
During a press conference Tuesday, police Commissioner Kevin Bethel said the officers were looking for a suspect with an active warrant, and doing a security check of the property.

Bethel said the officers noticed Spencer had an illegal firearm when they approached him and another man near some gaming machines inside.

Police said Spencer shot an officer twice in the leg during the scuffle with police, and his partner returned fire, killing Spencer. Authorities are also searching for the other man, identified as 42-year-old Jose Quinones-Mendez, whom they say took Spencer's gun and fled the scene.

Quinones-Mendez is considered armed and dangerous, officials said. The Philadelphia Fraternal Order of Police Lodge #5 is offering a $10,000 reward for information leading to his arrest.

On Tuesday, the Philadelphia Police Department identified the officer who fired his weapon as Raheem Hall, a six-year veteran with PPD. The injured officer has been released from Temple University hospital, but officials had not identified him as of Tuesday at 4:30 p.m.
Video footage has been circulating on social media that shows officers holding a man down on the floor while shots are heard in the background, but Bethel said the clip does not tell the whole story.
Bethel also said the officers did not activate their body cameras, though officials shared surveillance footage from the store at a press conference Tuesday.
