Officers On Admin Duty During Fatal Hit-And-Run Probe: Philly Police

PHILADELPHIA — Two Philadelphia Police officers who were pursuing a stolen Kia SUV that fatally struck a motorcycle driver Tuesday have been placed on administrative duty as the department investigates the matter.
The Tuesday morning crash at Front Street and Hunting Park Avenue killed 55-year-old Wilberto Casillas, a father of five and husband.
Bryce Neely, 17, has been charged with third-degree murder and a slew of other charges, as authorities said he was the driver of the KIA. Four other teens have also been charged in connection.

The Kia ran a red light at Front and Hunting Park, and that's where Casillas was fatally struck.
Philadelphia District Attorney Larry KRasner during a news conference Wednesday did not say if the officers were chasing the teenagers in the Kia, but that the video shows the situation unfold.

Video from the scene shows two Philadelphia Police cruisers pass through the intersection shortly after the Kia, which stopped about 1,000 after the intersection.
The teens ran from the vehicle, but were apprehended.
Casillas' family told Fox 29 they want answers as to what happened before the crash after the police vehicles were seen getting to the scene shortly after the crash.
"All available surveillance footage capturing the events leading up to the fatal crash is being reviewed as part of this investigation," police said in a news release Wednesday. "We are working diligently to understand all aspects of this incident to ensure all PPD policies and procedures were followed.
"The loss of Mr. Casillas is a tragedy, and the Philadelphia Police Department is committed to being open and transparent during the course of this investigation, and remains dedicated to upholding public safety and protecting our communities," police said.
