Philly Cops Involved In Shooting Identified, On Adminstrative Duty

Dioul Devaughn has been charged with attempted murder and more after Officers Christopher Rycek and Henry Glenn were hurt by gunfire Sunday.

PHILADELPHIA — Philadelphia Police have identified the four officers who were involved in a shooting incident with a man who injured two of them with gunfire over the weekend.

The police department said Officers Christopher Rycek, Henry Glenn, Kenneth Fazio, and Michael Mitchell are on administrative duty following the Sunday incident.

Charged in the shooting is 40-year-old Dioul Devaughn. Devaughn is charged with two counts of attempted murder, four counts each of aggravated assault, assault on law enforcement officers, simple assault, and recklessly endangering another person, in addition to other crimes.

Rycek and Glenn were injured by Devaughn's gunfire, police said. Glenn was shot in the ankle and suffered a graze wound to his head, while Rycek's nose was grazed by gunfire, police said.

They were taken to Jefferson Torresdale Hospital, where they were listed in stable condition. Both have since been released.

Fazio and Mitchell were not harmed.

All four officers fired back at Devaughn. He was taken to Jefferson Torresdale Hospital, where he was in critical condition. Devaughn's condition as of Wednesday is unknown.

According to Philadelphia Police, the incident started at about 2:32 a.m. Sunday, when officers responded to the area of Cottman Avenue and Roosevelt Boulevard for a report of a shooting.

Police showed up and found a man in a Dodge Ram truck on the 7300 block of Brous Avenue, matching the description of the alleged shooter.

A police sergeant requested backup and tried to stop the truck.

The truck stopped, but when the sergeant approached the truck it sped off on Saint Vincent, then onto northbound Roosevelt Boulevard.

Glenn and Rycek officers tried to conduct a vehicle investigation at 8000 Frankford Ave. and Welsh Road.

They were in front of the Dodge Ram truck mentioned above and were rear-ended by the truck.

The officers got out of their vehicle, and so did the truck's driver, Devaughn, shot at them.

Glen and Rycek shot back, and that's when Fazio and Mitchell showed up and began firing at the truck, as well, Philadelphia Police said.

A gun was found inside the pick-up truck, police said.

"This is yet another reminder of how dangerous the job you do every single day is," Fraternal Order of Police Philadelphia Lodge 5 said after Sunday's shooting.

Rycek is 32 years old and a 9-year veteran of the Philadelphia Police Department, assigned to Highway Patrol. Glenn is 31 years old and a 6-year veteran of the Philadelphia Police Department, assigned to Highway Patrol.

Mitchell is 34 years old and a 12-year veteran of the department, and Fazio is 40 years old and an 18-year veteran. Both are assigned to the Highway Patrol.

All four have been placed on administrative duty pending the outcome of the Officer-Involved Shooting investigation and Internal Affairs investigation.
