Authorities said Balosa asked the victim if she enjoyed it and then placed her hand on his genitals.
Balosa is alleged to have told the victim not to tell anyone, and for years believing what she did was wrong did not speak to anyone about the incident, authorities said.
About 11 years later, the victim broke down and told her family what happened, according to the AG's office.
Balosa came to the victim's home and was confronted by the victim's parents, and he denied any allegations. However, authorities said he later admitted to the allegations and begged for forgiveness.
In the interim years, Balosa served as the victim's tutor and would lick his lips then kiss her on her head when he saw her, the AG's office said.
Records obtained by a Grand Jury overseeing the case showed Balosa admitted to fondling the victim's vagina, charging documents state.
Balosa is one of five members of the Jehovah's Witness faith to be charged by the Pennsylvania Attorney General's Office with crimes related to the sexual abuse of children.
