Weis was convicted of homicide by vehicle and driving under the influence in April 2008 after an Oct. 2007 crash led to the death of former motorcycle stunt driver Frederick J. Carfagno II, just 23-years-old.
Weis served his prison term of 23 months, but the violations of probation and parole since then mean that "justice has not been served" according to the Chester County Sheriff's Office.
