Mowatt-Mays was driving a red 2020 Hyundai, which had been stolen from Chestnut Hill by someone else just days before, on July 27.
She was going 47 miles per hour in the northbound direction on Evergreen Avenue when she blew through a red light at Stenton, the Montgomery County District Attorney's Office said.
She was then struck by a white 2004 Infiniti which was going about 60 miles per hour, investigators found.
None of the occupants in either vehicle were wearing seatbelts, authorities said.
The fatal victim was a 15-year-old boy who was a passenger in the Hyundai. A 14-year-old boy was found lying on the sidewalk severely injured, and the driver of the Infiniti, who had to be extracted from his vehicle, was also severely injured, police said.
Mowatt-Mays suffered wounds to her face and eye.
In addition to homicide by vehicle, she was charged with aggravated assault by vehicle, receiving stolen property, reckless driving, and more.
She was arraigned on Aug. 29, and bail was set at $250,000. A preliminary hearing is set for Sept. 10.
