"This was a cold-blooded double murder by a young person who was – at the time of the murder – only 14 years old," Stollsteimer said. "His victims were only 19 and 20. This epitomizes the truly senseless violence that exists on our streets today. I must commend the hard work of the law enforcement officers involved with this case; however, as proud as I am of their work, my heart breaks for the families of the victims – and the entire Chester community. This is tragedy on all fronts."
Chester Police were called to West 3rd and Lamokin Streets at about 7:23 p.m. on Feb. 1 for a report of a gunshot victim.

Police found a crowd of people around a silver Chevrolet Impala that appeared to have crashed into a building on the 1100 block of West Third Street. In the car, police found two men laying on top of one another halfway out of the vehicle.
Both victims had sustained gunshot wounds. Jones, who was an aspiring rapper known as RunUp Rico, was pronounced dead at the scene by responding medical personnel and Henderson was transported to Crozier Chester Medical Center where he later succumbed to his injuries.
Detectives recovered surveillance video from inside and outside the convenience store at
1100 West 3rd Street, which showed footage from shortly before the incident that captured the victim's vehicle parked in front of the store.
Two men were seen walking south in the 300 block of Pennell Street, toward the convenience store. They approached the car and then entered the convenience store. When they left the store, the suspect approached them and stood at the driver’s side door for several minutes.
The DA's said the shooter then was seen raising him arm, which authorities said was consistent with firing a weapon. The suspect left the scene on foot immediately.
The vehicle then drove west and crashed into a building at 1105 West Third St.
Detectives were able to identify the suspect using video footage from inside the store, which captured the face of the juvenile defendant, the DA's office said.
Two witnesses who saw the footage confirmed the identity of the suspect.
Additionally, a member of the Chester Police Department watched the footage and also confirmed the suspect’s identity due to previous interactions with him.
The suspect is being held without bail at the George W. Hill Correctional Facility. No date has
been set for the preliminary hearing.
