Repeal all laws enabling automated traffic enforcement

Camera boosters profit from the ticket cameras. Camera boosters point
to "studies" showing that cameras make highways safer. However, these
"studies" are produced by people and organizations who profit from
cameras: camera makers, and auto insurers. In addition, these "studies"
suffer from improper methodology, invalidating their results.

On the other hand, properly crafted traffic safety studies, produced by
people and organization who do not profit from cameras find that cameras
make the highways more dangerous. Examples are: fatal rear-end
crashes caused by red light cameras; increased accidents caused by the
presence of speed cameras because of panic braking to avoid a ticket;
etc.

A Minnesota Department of Transportation (DOT) study found no evidence
that speed cameras had any positive impact on driver behavior and
awareness.

After 10 years of cameras, accident rates have not improved in
Washington, DC after issuing $500 million in speed and red light camera
tickets. The Iowa Department of Transportation will regulate speed
cameras as a potential hazard to public safety. A United Kingdom
government-sponsored study shows speed cameras have no effect in

The Pennsylvania Legislature can take steps to make the highways safer.

1. Introduce, pass and enforce a law mandating that all speed limits in
Pennsylvania be set at the 85th percentile Speed, the safest speed with
the most compliance. This will improve traffic flow and reduce
accidents by lessening speed differentials between vehicles.

2. Repeal all laws enabling automated traffic enforcement.

3. Ban speed traps and all enforcement-for-profit.

4. Time amber traffic signals to 85th Percentile Speeds to allow enough
reaction time for accident avoidance and safe intersection clearance.
