Candidates running in the Nov. 7 general election are providing background about themselves and their positions on the issues to voters in these profiles, which will run in Patch individually for each candidate.
WARMINSTER, PA —Robert Guarini is running as a Republican for a seat on the Warminster Township Board of Supervisors in the Nov. 7 general election.
Guarini is running for the six-year term against Democrat Chuck Heybach to replace Supervisor Mark McKee, who had announced earlier this year that he would not seek re-election.

1. What are the top issues currently facing your position and how do you plan to address
them?
The top issues facing the township right now are as follows:
- The current leadership that runs Warminster would like you to believe that they solved the financial woes of the township without raising taxes and cutting services. That's just not true. Our township taxes are 41 percent higher today than they were when they took over just 3 years ago. In addition to raising taxes, they sold the stormwater system, which resulted in the "rain tax" for every property owner in the township.
- Current leadership would like you to believe that they support our local police, but despite the increase in population over the past five years, Warminster had 12 fewer police officers than we had when they took over. Our police department now has more than 25 percent fewer police officers than we did at the beginning of their reign, despite the increase in crime over the past several years.
- In addition, those who run Warminster would like you to believe that their financial stewardship enabled them to pave over 20 miles of roads in 2020 and make major improvements to the Warminster Community Park when in fact that was all done on the township's credit card in the form of a $12 million loan that we will be paying off for the next 20 years.
- Warminster majority leadership would like you to believe that they are making decisions that are in the best interests of the taxpayers. The reality is that their decisions are in the best interest of the politically connected. They have loaded the paid positions of the Planning Commission, Zoning Hearing Board, and the Warminster Municipal Authority Board with political operatives.
- In addition, they have modified the Responsible Contractor Ordinance to effectively shut out small local companies from the bidding process for township projects. You must ask yourself; Do our elected officials work for you or do they work for the Philly Unions? I think the answer is clear.
When Elected I will attack these issues with the Warminster Resident in mind, every decision made will be made for the betterment of the township through honesty, integrity, and transparency, it will not matter what letter you have after your name or what an individual’s political beliefs are, if you are a resident of Warminster, I will be working for you and your family.
2. Identify specific goals or ideas you have to enhance life in your position:
My specific goal is to bring leadership back to Warminster based on the needs of the residents. I
think it is important to listen to the people of Warminster and hear their concerns and worries. I
believe that transparency and giving residents better access to information and topics of concern
is vital, after all, they elect a supervisor to work for them and not the supervisor’s self-gain and
advancement in saying this, political lines need to be dissolved and bipartisanship needs to
move to the forefront of decision making. I strongly believe Warminster residents need to be
governed, not ruled as a community.
3. What in your experience or background prepares you for election to office?
I will use the experience I have gained in my professional life and involvement with local politics when elected. With my experiences as a one-time business owner and the management positions throughout my career, I am currently the general manager for a large flooring company located in Bensalem, as well as an elected official within the Warminster (auditor, elected in 2021) to prepare
for sitting in a Warminster Supervisors chair.
