WARMINSTER, PA —You've heard people say it "takes a village."

"It took an army to put us where we are now," said Kathy Frescatore, vice president of the Warminster Township Board of Supervisors.

Frescatore made the statement regarding the $17.048 million 2024 municipal budget, which supervisors unanimously approved at Thursday's supervisors' meeting.

The budget does not include a tax increase, meaning that residents with an average home assessment of $26,500 will pay $638 a year in municipal taxes, or $53 a month. Bucks County has not conducted a reassessment since 1972.

"Every fund is healthy," Frescatore said.

It's the third straight year without a tax increase. Township Supervisors Chairman Kenneth Hayes said taxes were raised by a half mill in 2021 due to the township having a $2.5 million deficit.

"Residents get an outstanding budget," Hayes said at the meeting. "We put together a great team. I can't say enough."

Hayes and Frescatore thanked Finance Director John Ramey for "doing a fantastic job" in putting the budget together, all of the department heads, and Township Manager Tom Scott, among others.

Scott said that the general fund is 14 mills, 2 mills for fire service, 0.19 mills for ambulance service, 2.35 mills for the library, 3.5 mills for parks and recreation, and 2.02 mills for debt service.

Township residents also pay $440 for trash collection twice a week, Scott said, adding that senior citizens receive a $55 discount on that bill. He said that the trash collection cost is unchanged from 2023.

"It's a tremendous amount of service," Supervisor Mark McKee said.

The county tax bill is projected at $674 while the tax for the Centennial School District is $4,228, 76 percent of a resident's overall tax bill.
