Warrington Township Schedules Three Public Budget Sessions

Community members are invited to attend & learn how their tax dollars will be spent

Warrington Township will hold three budget work sessions for the 2023 budget on September 27, October 11 and October 25. These sessions are open to the public and free to attend. The presentations will take place at the Warrington Township Building located at 852 Easton Rd. Warrington, PA 18976 and there will be time set aside for questions and comments from attendees.

Budget Work Session I will take place on September 27 at 6 p.m. and will focus on Departmental personnel requests and the Five‐Year (2023 ‐ 2027) outlook for General Fund Revenue, Expenditures, and Fund Balance.

Budget Work Session II will take place on October 11 at 6 p.m. At this session, a Five-Year Capital Improvement Plan will be presented and there will be a request for feedback from the Board of Supervisors and the public.

Budget Work Session III will take place on October 25 at 6 p.m. At this session, both the 2023Operating budget and the Five-Year Capital Improvement Plan will be presented to the Board of Supervisors.

The budget is the medium in which the Township’s Board of Supervisors establishes the authorization of the Township’s government to spend funds during the fiscal year for specific purposes. The budget is a guide that reflects allocation of limited revenue to meet Township’s needs. Quarterly financial analyses are presented to the Board of Supervisors and management that both maintain and update the multi-year model in order to provide financial guidance for Township needs.

Financial resources for the Township are separated into ten funds, including:


  • General Fund
  • Fire Fund
  • Utility Proceeds Fund
  • American Rescue Plan Fund
  • Tax Stabilization Fund
  • Open Space Funds
  • Capital Improvement Fund
  • Debt Service
  • Highway Aid Fund
  • Internal Service Fund

The revenue that is generated is assigned a fund category and it is used to provide income to pay for the particular fund’s resource requirements. Financial stability of the Township is provided by way of matching revenue availability of financial resources through expenditures and encumbrances (a commitment to pay for a good or service ahead of the actual purchase), which balances each fund.

In order to provide a reader-friendly document to residents and business owners, the budget has been prepared according to the criteria spelled out by the Government Finance Officers Association’s (GFOA) Distinguished Budget Award, which the township has won four years in a row. “We are looking for ways to provide the level of service that Township residents have come to expect, in the most cost-effective manner,” said Fred Gaines, Chairman, Warrington Township Board of Supervisors. “We also want to continue reinvesting in existing facilities and infrastructure. That is why we encourage residents to come out to at least one of the sessions and let their voices be heard. Input from our residents will help us as we work to both maintain infrastructure and provide high quality service.”
