West Chester Contractor Stole $30K From Local Homeowners: Cops

Police said the man failed to complete any work after accepting $30,000 for the project.

WEST CHESTER, PA — A contractor is wanted in West Chester after police said he collected more than $30,000 in payments for work he promised to do, but never completed.

James Naylor Small was the owner and operator of a business called Mid-Atlantic Home Repair.

He's been wanted on contractor fraud and related charges since Dec. 2020.

Police said his last known residence is Delaware City, Delaware.

Small stands about 6 feet tall and weighs 190 to 200 pounds.
