In Extreme Cold, Libraries Offer Place to Warm Up
Here is the list of warming centers, per the state Emergency Management Agency.

CRANSTON, RI—A week ago, homeless advocates held a vigil in Downtown Providence to honor the memory of seven homeless people who have died on the streets since June this year, according to Karen Jeffreys, with the Rhode Island Homeless Coalition.
With potentially record cold and high winds coming Thursday night and into Friday, the homeless are vulnerable, and so are others who lose heat, for example, during a power outage.
Here is the list of warming centers around the state. They are open mostly during the day. People with nowhere to go overnight should try the local shelters, call 2-1-1, or contact the local police.

Many shelters have waiting lists and few beds available, so planning ahead is important.
