East Bay Community Action Program Announces New V.P. of Recovery Services

East Bay Community Action Program is pleased to announce the appointment of Thomas Joyce, of Coventry, RI, as its new Vice President of Substance Use Treatment and Recovery Services. Joyce is a Licensed Chemical Dependency Professional, Certified Peer Recovery Specialist, and Certified Community Health Worker with over 20 years of experience in the substance use field. In his new position, he will provide strategic direction and executive oversight of EBCAP’s high‑quality substance use disorder treatment and recovery support services; lead long‑range planning and service expansion of substance use and recovery programming; and oversee regulatory requirements and other applicable regulatory and accreditation standards.

A person in long-term recovery himself, Joyce brings both professional expertise and lived experience to his work. He specializes in adolescent substance use treatment, medication-assisted treatment, and recovery support services, and has been a leading advocate for the recovery community at both local and national levels. He is a founding member of the Governor’s Overdose Prevention Task Force and serves on the Rhode Island Licensing Board for Chemical Dependency Professionals and the Rhode Island Certification Board. Additionally, Joyce is the President for both the Rhode Island Council on Problem Gambling and the Rhode Island Association of Addiction Professionals.

“It’s wonderful to welcome Tommy back to EBCAP,” states Amy Maguire, EBCAP’s Vice President of Behavioral Health. “He served in a variety of clinical and leadership roles here for many years and was instrumental in building our recovery services, including founding EBCAP’s Recovery Centers. After leaving EBCAP a couple of years ago to join another organization, Tommy continued to support EBCAP as a consultant. We are excited and fortunate to have him back on the team,” adds Maguire.
