District Court Log: Newport Man Pleads No Contest to Drug Charges

The following actions were taken in Second District Court in Newport on Thursday, Dec. 16. The following information is based solely on court records:

• A pre-trial conference on a bail violation hearing for Fred L. Humphrey, 32, of 71 Enfield St., Hartford, CT, was continued to Jan. 18, 2011 for further review. At Thursday's hearing, Humphrey entered a new plea of nolo contendre (no contest) on two counts of drug dealing and received a six-year sentence that includes four months to serve at the Adult Correctional Institute (ACI), a 68-month suspended term and 68-month suspended sentence. He was also ordered to undergo an intensive outpatient drug rehabilitation program. Humphrey had been arrested Aug. 6, 2009 for allegedly selling cocaine, crack cocaine, marijuana, morphine and other prescription drugs to undercover officers during an investigation that began in June 2009 in which the Newport Police Department, Drug Enforcement Agency (DEA) and Middletown Police Department worked together in pursuit of small to mid-level drug dealers, according to court records. Also Thursday, Humphrey entered a no contest plea to one count of a marijuana possession charge, while two other counts were dismissed. To the marijuana possession charge, Humphrey received a one-year suspended sentence and one-year probation to run concurrently to the aforementioned six-year sentence.
• Raphael Zinno, 20, of 178 Glen Road, Portsmouth, pleaded no contest to disorderly conduct and obstructing a sidewalk. Newport police arrested Zinno Nov. 13 following a reported disturbance at the intersection of Coddington and Thames Street in Newport. She was ordered to pay $293.50 in court fees by Feb. 15, 2011.
