OPINION: Respect for the American Flag

On October 31st 2006 Army Sgt Michael R Weidemann age 23 from Newport RI was killed in action in Iraq. The Newport Housing Authority has a street named in his honor~ Sgt Weidemann St in the Newport Heights North end section of Newport. As retired Gulf War veteran I choose to honor him by flying the American Flag from my porch along w/ small American flags on my property. On November 9th I found my large front porch American flag unscrewed from the flag post and lifted up and out being placed head down in my flower bed garden. This was done during school hours so I know it was not someone who attends school. Someone had to walk on my porch to do this. At first, I was shocked in disbelief that anyone would do this. As I do not have a RING camera or surveillance camera~ just wondering if there were any witnesses who saw this? We do not have surveillance cameras on this street (which we could really use!)!) Are there any RI laws regarding disrespect to the flag? I would like your opinion.
